Town Administrator Tim Bragan explained to me that the fiscal 2009 budget has not been cut. The police, fire, schools, and library budgets are the same as voted at Town Meeting. All the involved agreed to limit spending by agreed-upon amounts. Many of these entities described what happened as “their budgets had been cut,” which was technically not true. No special town meeting was required as there was no cut, but an agreement not to spend beyond an agreed amount.
