I was shocked to read in the Press that David Smith has resigned from DPW. I want to stress that I believe that the town administrator, assistant town administrator, and Select Board chair are not responsible for the situation at DPW getting to this stage; in fact, I am convinced that Harvard only learned of this situation because we have new people in these roles—including Mr. Smith.
However, the resignation raises two questions. First, if the stories of extended breaks during working hours turn out to be true, how long has this behavior existed and what has it cost the town? And second, if any of what was reported is true (and I believe some of it is), how can anyone succeed as DPW director? Whatever or whoever allowed this situation to arise has put Harvard in a precarious position.
I am impressed with the changes that I saw Mr. Smith make: high-vis gear for staff, cleaning up trees from the sides of the road, an open house at DPW, and so on. His leaving is a loss for Harvard. I want to wish him the best.
